The Survey Department, established on 2 August 1800, is the oldest government department in the country and has a long record of silent service. During the early years of the last century, it was a small organization, with a staff of under 50, engaged mostly on surveying state lands for sale. During the latter part of the last century, work on establishing a horizontal and vertical geodetic control framework and topographic mapping was commenced and completed during the early years of this century.
The advent of independence and the emphasis on land development led to a rapid increase in the size of the Department to its present strength of 11,000. During the past four decades, the highlights of the tasks accomplished are the Engineering surveys for major irrigation schemes such as Parakrama Samudra, Minneriya and Gal Oya, surveys for land settlement covering 80% of the country, Land Reform surveys, Accelerated Mahaweli Development Programme surveys, Swarnaboomi surveys and new topographic mapping on metric scales. The publication of the National Atlas of Sri Lanka is another landmark in our 188 year history.
The production of the Atlas has taken many years of work. There were long delays due to various constraints, including lack of funding and limited human and technological resources. I am glad that with the instituting of a six member Editorial Board, including the Chief Editor and Secretary, and the obtaining of an appreciable advance from the Ministry of Education, together with additional funding from the Survey Department and the technological improvements introduced, we have been able to complete this task. I am also confident that the experience gained by my staff in carrying out this pioneering work will have a beneficial effect on the other sectors of this Department.
I wish to emphasise that the National Atlas is not solely a Survey Department effort. It is the product of a team effort by a multi-disciplinary group of specialists working together to achieve a common goal. These specialists were drawn from fifteen government departments and ministries and from five universities. Some others contributed to this effort in their individual capacities. I am thankful to all of them for their valuable contributions. The Survey Department acted as the focal point, providing leadership to this specialist group. The facilities of the department were placed at their disposal. Finally, the department provided the facilities for the actual technical work of cartography and printing.
I am also greatly encouraged by the enthusiasm demonstrated by the user community within and outside the country in expressing their interest in such a publication. This response helped us raise the first estimates of the number of copies to be printed from a few hundreds to four thousand. I solicit their suggestions for improvement of the later editions.
I thank all those who participated in this project and am happy to present, to the people of this country and the international community, the National Atlas of Sri Lanka.
