This book is an attempt to present a reasonably detailed and accurate account of the early period and of British rule in Ceylon. It embodies the fruits of full three and a half years of intensive research and is based on all such material as has been accessible both in Ceylon and England.
The author has paid special attention to administrative and economic development of this period which have not received due share of attention hiterto.
Vol. I: This volume begins with a sketch of the general position immediately prior to 1795. The author the describes the British occupation of the Dutch East India Company’s settlements in the Maritime Provinces of Ceylon, which flowed directly from the course of European politics. Then inland kingdom of kandy came into British possession, though their hold over this territory was confirmed only after the quelling of a rebellion in 1817-18.
Hitherto, the European Governments in Ceylon had governed the country through the indigenous organs of administration, the powers of the Mudaliyars and headmen were taken away by proclamation in August, 1796. The Kandyan Provinces were incorporated with the Maritime Provinces in 1833, and Ceylon, after centuries of disunion, once more united under one sceptre and uniform administration was organized for the whole Island. Dutch judicial system, which governed maritime provinces intermittently was replaced by Royal Charter of 18th April 1801. Judicial system was continuously reviewed.
“Dr. Colvin de Silva was awarded the Ph.D. degree by the University of London in 1932 for his thesis on “Ceylon under the British Occupation”. He was barrister-at-law of the English Bar and an Advocate of the Supreme Court of Sri Lanka. He was probably the only Sri Lankan lawyer who declined the honour lf being appointed a Queen’s Counsel and this was because of his political views. He was a giant of the Sri Lanka Bar. A master of the spoken word, he had few equals.
“When he died in 1989, he had behind him, a colourful political life spanning over half a century. He was the founder President of the Marxist Lanka Sama Samaja Party – the L.S.S.P.- formed in 1935.During the Second World War, the L.S.S.P. opposed the British war effort and Dr.de Silva and his comrades were jailed. They broke jail, escaped to India and participated in the Indian struggle for independence. After the war, he served as a Member of Parliament for many years. In the United Front Government of 1970-75, he was Minister of Constitutional Affairs. He was the “architect” of the Republican Constitution of 1972.”
