Simon Casie Chitty, born at Kalpitiya in 1807 had his schooling at the Tamil School at Kalpitiya, and later, in 1818 at Colombo. In 1822, Casie Chitty was sent to Puttalam, where he came to be noticed by Lieut. Smith of H.M. 16 Regiment Commandant of the Station.
In 1824, he was appointed Interpreter to the Sitting Magistrate's Court at Kalpitiya and two years later he was the Interpreter to the Assistant Collector of Puttalam.
In 1828, he was conferred by Mr. Templer, the Office of Collector of Chilaw and the Mainagarship of Puttalam. Simon Casie Chitty at that time realized the unjustice of excluding from high offices the Ceylonese, and he wrote in "Colombo Journal" to that effect.
On his father's death, Simon Casie Chitty was appointed Mudaliyar. In 1838, Simon Casie Chitty was appointed a Tamil Member of the Legislative Council rendered vacant by the death of Coomarasamy Mudaliyar. He held this Office for 7 years and resigned in 1845, He was then made a member of the Civil Service, the first Ceylonese Civil Servant and appointed to the Police Magistracy of Kalpitiya. He also became a member of the newly formed Branch of Royal Asiatic Society in 1845. He died in Novr. 1860 at the age of 53 years.
Simon Casie Chitty was a self educated linguist who knew English, Sinhala, Tamil Portuguese, Dutch, Sanskrit, Hebrew and Arabic. He authored many books.
